MR. DAVE CAIN
MANAGING DIRECTOR
Mr. Dave Cain completed a distinguished 20-year career in the United States Air Force, serving in a variety
of senior leadership positions and retiring in 1994 as Chief of Services, Mogadishu during Operation
Restore/Continue Hope. Following his military service, he transitioned into the private sector, managing
complex, large-scale construction and logistics support projects for Halliburton-Brown & Root in Europe,
where he served as International Project Manager, International Director of Logistics, and Deputy Project
Manager.
Throughout his career, Mr. Cain has worked closely with senior military leaders, government and local
authorities, NATO, USAID, and numerous other agencies in support of infrastructure reconstruction, relocation
programs, and community development initiatives across Europe, Africa, and the Middle East. While leading a
workforce of over 7,500 personnel in the Balkans, he was responsible for delivering comprehensive
construction, operations and maintenance, and life support services. Mr. Cain's leadership was instrumental
in expanding the operations of Kellogg Brown & Root throughout the region, where he was widely recognized for
his strategic and operational contributions. He later co-founded Recon International Group, building it from
inception into a multi-million-dollar logistics and construction enterprise operating across the Middle East,
Southwest Asia, and Africa.
Under his leadership, Recon International's 3,500-member team successfully executed hundreds of millions of
dollars in infrastructure and industrial contracts. As Founder and Group Chief Executive Officer of PDPI
Management Services and PDPI Management Solutions, Mr. Cain has consolidated his extensive experience, past
performance, and global relationships to deliver world-class program and project management services. His
companies provide comprehensive solutions across multiple sectors, including institutional, educational,
residential, mixed-use, hospitality, and large-scale logistics park developments. He is married, has four
children, and resides in the Middle East.
MR. JONATHAN LEWIS
EXECUTIVE VICE PRESIDENT BUSINESS DEVELOPMENT & STRATEGY
Mr. Jonathan Lewis brings over 20 years of real estate leadership experience across the residential,
mixed-use, and logistics development sectors, with a distinguished record of delivering large-scale projects
throughout the Middle East and Africa. As Executive Vice President, Mr. Lewis plays a pivotal role in
shaping the company's strategic direction and driving sustainable growth across residential communities
including student accommodation, integrated mixed-use developments, and major logistics park projects in
partnership with leading international clients and investors. A strong advocate for innovation and
efficiency, Mr. Lewis has spearheaded PDPI's transition toward advanced steel structures and light-gauge
steel building systems, enhancing design flexibility, accelerating construction timelines, and improving
environmental performance.
His leadership has also been instrumental in establishing strategic alliances with global steel manufacturers,
enabling the delivery of technologically advanced, cost-effective building solutions tailored to regional
markets. With an extensive network and deep market insight within the UAE's real estate, industrial, and
logistics sectors, Mr. Lewis combines local expertise with the best international practices to identify and
capitalize on emerging development and asset management opportunities. His ability to interpret market
dynamics, anticipate economic trends, and translate strategic vision into measurable results has been
central to PDPI's continued expansion—particularly in the smart, large-scale, Grade A logistics warehousing
sector across the UAE. Mr. Lewis is married with two children and resides in the United Arab Emirates.
MR. SOMA KUMAR
GROUP CHIEF FINANCIAL OFFICER
Mr. Soma Kumar brings over 30 years of distinguished financial and managerial leadership across multinational
organizations and diverse industry sectors. As Group Chief Financial Officer, he oversees the company's
global finance, procurement, commodities, and compliance functions, ensuring robust governance and
operational excellence across all business divisions. With deep expertise in financial strategy, treasury,
insurance, taxation, investor relations, contracting, legal affairs, and international compliance, Mr. Kumar
has consistently driven value creation and sustainable growth throughout his career.
He has held senior leadership positions across multiple industries including mining, FMCG, oil and gas,
commodities trading, logistics, and construction. Previously, he was a key member of the leadership team at
Recon International Group, where he played an instrumental role in developing the company from inception into
a multi-million-dollar logistics and construction enterprise operating across the Middle East, Southwest
Asia, and Africa. Earlier in his career, Mr. Kumar held executive finance roles with Baker Hughes / BJ
Services and Seven Seas, with assignments in Kazakhstan, Hong Kong, South Korea, and the United Arab
Emirates. His extensive international experience continues to underpin his strategic and operational
leadership at the group level. He is married and residing in the UAE.
MR. CASEY CAIN
DIRECTOR OF INTERNATIONAL PROJECT MANAGEMENT

Mr. Cain brings a wealth of experience to the PDPI Team, having held a range of leadership positions
throughout his dynamic career. From Operations Manager to Director of Business Development and Lead
Government Liaison (LogCap IV) in 2010, he has a proven track record of directing and shaping the operations
of large-scale organizations.
With extensive experience in complex construction and logistics support projects, Mr. Cain has worked in
collaboration with senior military leaders, government officials, NATO, USAID, and other agencies to support
infrastructure reconstruction, relocation programs, and community support projects across Europe, Africa,
and the Middle East. As a Project Manager, Logistics Specialist, and Deputy Project Manager for Recon
International in Afghanistan, Mr. Cain led a staff of 1,600 employees, delivering full-service construction,
operations, and maintenance, and life support. He was responsible for creating strategic business plans for
expansion and new business development, finding innovative solutions to implement, manage, and maintain
engineering, construction, and logistics support services for the United States Army, valued at over 350
million USD annually.
MR. MATTEO ENZO CRUCCO
VICE PRESIDENT INTERNATIONAL PROJECTS
Mr. Giovanni Crucco, born in Torino, Italy in 1956, is a highly accomplished Architect and Civil Engineer with
more than 30 years of experience in the construction and management of international contracting companies.
He began his career in 1980 as a Construction Supervisor in Libya before progressing through a series of
senior roles including Chief Engineer, Deputy Project Manager, Project Manager, Country Manager, and
ultimately Regional Manager. Over the course of his career, Mr. Crucco has managed major projects across
Europe, Africa, the Middle East, and Asia, consistently delivering complex developments on time and within
budget.
His project portfolio includes large-scale dams and hydroelectric power plants, such as the Casecnan Project
in the Philippines—valued at USD 600 million and employing over 3,000 workers of 11 nationalities—and the
Theun Hinboun Project in Laos. Beyond power infrastructure, he has led significant infrastructure and civil
works projects, including the Jamal Abdul Nasser Elevated Road in Kuwait (USD 835 million), the Mont Kiara -
Penchala Tunnel in Kuala Lumpur, Malaysia, the Burj Al Fateh Tower in Khartoum, Sudan, and the Fiera di
Milano International Expo Center in Italy. Between 2008 and 2011, Mr. Crucco was based in the United Arab
Emirates as Regional Manager for an Italian general contracting firm. Since 2011, he has served as a
Consultant and Partner at ICM, providing strategic expertise in engineering, project management, and
large-scale construction delivery. Mr. Crucco is married and has one daughter.
MR. DENNIS FOLDESI
VICE PRESIDENT CONTRACTS & COMPLIANCE
Mr. Dennis Foldesi brings over 40 years of progressive experience in contract management, program leadership,
and compliance across the construction, aerospace, defense, and infrastructure sectors. He has successfully
managed complex prime contracts, IDIQs, cost-plus, and fixed-price agreements exceeding USD 1 billion for
organizations including the U.S. Army, U.S. Air Force, NASA, Department of Defense, Department of Justice,
Department of State, and major commercial clients worldwide. At PDPI, Mr. Foldesi plays a critical role in
ensuring contractual integrity and compliance across the company's expanding portfolio of residential,
mixed-use, educational, hospitality, and logistics park developments.
His deep expertise in contract structuring, acquisitions, and strategic risk management strengthens PDPI's
ability to deliver high-value, compliant, and sustainable solutions in line with international standards.
Mr. Foldesi possesses a comprehensive understanding of Federal Acquisition Regulations (FAR), Cost Accounting
Standards (CAS), and global procurement frameworks. His career includes over a decade of leadership assignments
in the Middle East and Africa, three years managing Foreign Military Sales (FMS) cases with Northrop in
Saudi Arabia under ITAR/EAR regulations, and more than three years in Bosnia, Hungary, and Croatia
supporting U.S. Army, NATO, and UN operations. Mr. Foldesi holds an MBA in Contracts, with a strong focus on
legal and regulatory disciplines. A licensed multi-engine pilot, he is married and currently resides in
Dubai, United Arab Emirates.
MR. HASAN GHAZIRI
SENIOR PROJECT MANAGER
Mr. Hasan Ghaziri is a seasoned Senior Project Manager with over 30 years of experience in construction,
engineering, and project management across the UAE and the wider Middle East. Renowned for his hands-on
leadership and technical acumen, he has been an integral part of Recon International, and later PDPI
Management Services and PDPI Management Solutions, since 2005. Mr. Ghaziri played a pivotal role in the
company's early international expansion, serving as Senior Project Manager and Company Representative at the
Kandahar Air Base Project in Afghanistan, where he successfully led major infrastructure and facilities
development initiatives.
Over the course of his career, he has managed a diverse portfolio of infrastructure, residential, mixed-use,
educational, and warehouse developments, consistently delivering projects of exceptional quality and value.
With extensive experience in steel structure systems and light-gauge steel construction, Mr. Ghaziri has been
instrumental in advancing PDPI's adoption of modern, efficient, and sustainable building technologies. His
deep field expertise, commitment to excellence, and ability to lead multidisciplinary teams ensure the
successful execution of complex, large-scale projects from concept to completion. Mr. Ghaziri is married and
resides in the United Arab Emirates.
